How to properly start taking your child to kindergarten

What happens to a child when he starts going to kindergarten? The child's life changes dramatically. Legal basis

The Constitution of the Russian Federation, declaring the Russian Federation a social state whose policy is aimed at creating conditions ensuring a decent life and free development of a person, establishes the right of everyone to education and guarantees universal access and free preschool education in state or municipal educational institutions (Articles 7 and 43).

In this case, the parents (legal representatives) of the child, in order to decide on his placement in another general education organization, have the right to contact the local government body that manages the field of education.

The organization of the provision of public and free preschool education according to basic general education programs in municipal educational organizations, the creation of conditions for the supervision and care of children, the maintenance of children in municipal educational organizations are issues of local importance of the urban district (clause 13 of part 1 of article 16 of the Federal Law dated 6 October 2003 No. 131-FZ “On the general principles of organizing local self-government in the Russian Federation”).

From the analysis of the above legal provisions in their systemic unity, it follows that, by securing the right to publicly accessible and free preschool education in state or municipal institutions, the federal legislator establishes the obligation, including municipalities, to ensure enrollment in basic general education programs of all citizens entitled to receive education at the appropriate level.

By the provisions of paragraphs 4 and 5 of part 1 of Article 9 of Federal Law No. 273-FZ, local governments are obliged to create and reorganize municipal educational institutions, as well as ensure the maintenance of buildings and structures of municipal educational institutions, and the development of adjacent territories.

The Constitutional Court of the Russian Federation, in Resolution No. 5-P of May 15, 2006, stated that the state and municipalities, based on the constitutional requirement of universal accessibility of preschool education regardless of place of residence, are obliged to maintain a sufficient number of existing preschool educational institutions and, if necessary, expand their network . The Convention on the Rights of the Child (approved by the UN General Assembly on November 20, 1989, entered into force for the USSR on September 15, 1990) requires that the best interests of the child be a primary consideration in all actions concerning children, whether taken by public or private institutions involved in social security matters, courts, administrative or legislative authorities, establishes the obligation of States Parties to provide the child with such protection and care as is necessary for his well-being, taking into account the rights and obligations of his parents, guardians or other persons responsible for him under the law, and to this end take all appropriate legislative and administrative measures (Article 3).

Three tips for parents on how to adapt their child to kindergarten

First. It will be easier for the child if the parents agree in advance who will take the child to kindergarten and who will pick up from kindergarten.
