Last week, Minister of Education Sergei Kravtsov, at a meeting with President Vladimir Putin, announced that 36,485 educational organizations were fully prepared for the school year. According to Rosstat, as of 2020, there are about 41 thousand schools in Russia. The Ministry of Education, in response to a request from Izvestia about the situation with the acceptance of schools, explained that complete information on this issue will appear only after August 20 - by this day the school education system must be fully ready to welcome students.

Even before the announcement of the all-Russian inspection, the prosecutor's office of the Altai Territory became interested in media information about the poor condition of the school in the Pankrushikhinsky district of the Altai Territory. We are talking about the Berezovsky branch of the Pankrushikha school, which, according to the department, was accepted by the commission for the new academic year. Now prosecutors will check whether safe conditions have been created for children to learn, and whether the commission conducted the inspection properly.

The reason for the inspection was an appeal from members of the parent committee of the Berezovskaya secondary school to deputies of the Altai Legislative Assembly Sergei Serov and Evgenia Borovikova. Parents asked to help them organize major repairs of a dilapidated building. They reported that in almost all the offices the roof was leaking, there were cracks in the walls, and the wiring was constantly shorted out due to ceiling leaks. However, this does not prevent the commission of the Ministry of Education and Science from annually accepting the school for the new academic year. This year, the commission visited the school on August 14, made comments about fire safety that needed to be corrected by August 17, and that was it.

Borovikova, in an interview with Izvestia, said that she herself studied at this school. Then it was an independent secondary school, now it is a branch, in which 59 children study up to the 9th grade.

— Since then, no major renovations have been done at all. There was even a roof collapse in 1999,” she says. — It's cold at school. The central heating system is rotten, and in winter steam comes out of your mouth. The toilets inside the building, intended for lower grades, do not work - they are always closed. Children have to go outside, but the toilets there also leave much to be desired. Everything flows - especially in spring and autumn during the rains. Basins and buckets are placed in five classrooms. There are large cracks in the walls and rotten windows. They are not going to do the wiring, because first you need to cover the roof, otherwise everything will continue to be flooded with water.

According to her, the school was repeatedly asked to be put on the queue for major repairs, but this did not happen, and this year the education committee of the Pankrushikha district submitted an application for this program only on July 9, so it will not be possible to carry out large-scale repairs before September 1.

However, the director of the Pankrushikhinsky school, Yuri Grebenshchikov, does not agree with the opinion about the deplorable condition of the building.

— The school was accepted, what are the problems? In the parent committee’s appeal, the claims were greatly exaggerated,” he told Izvestia. — In the summer, current repairs were carried out, and later the school will undergo a major overhaul. But on September 1, the children will go to school. A representative of the prosecutor's office said that the school will not be closed, because there are no such violations as to warrant its closure.

Borovikova believes that the situation with the acceptance of an emergency school is not some unique case: in many rural schools in the Altai Territory, acceptance takes place formally, all the problems of emergency buildings remain for the next year. The fact is, the deputy believes, that the municipality is in charge of accepting schools, and it turns out that the heads of education departments are their own commission - they check it themselves and sign them themselves.

In the summer, the child is more left to his own devices, and parents, although they understand that they cannot neglect their studies, often turn a blind eye, feeling sorry for their children who are already tired during the school year.

It is precisely the last point that causes the greatest difficulties for parents. The holidays fly by quickly, and if you don’t settle your child in time and keep him busy with useful activities, the summer will be pleasant, but completely useless.

“When we took it, there was no rain”

In the Chelyabinsk region, deputies of the Knyazhensky settlement of the Bredinsky district wrote an appeal to Governor Alexei Teksler, saying that the local school was in a catastrophic state.

“Over the past ten years, children have been forced to study in unimaginable conditions: lampshades are filled with water, there are buckets and basins filled with water in the corridors and classrooms, water is dripping on the children’s heads. During the year the school does not have time to dry out, since the school is damp. The walls are covered with mold,” the deputies write in the appeal.

They stated that in the spring, due to a strong hurricane, all the soft roofing fell off the roof - and in a three-story building, water runs to the first floor. Previously, only the third floor was flooded. At the same time, according to deputies, there is no progress on the issue of major repairs of the school.

Here the prosecutor's office also became interested in the problem and began checking the deputies' complaints.

The head of the education department of the Bredinsky district, Irina Goldova, in a comment to Izvestia, stated that the situation is not the same as described by the deputies, and said that the school was accepted for the beginning of the school year - taking into account the fact that the soft roof will be repaired by September 1. According to her, money has been allocated for this.

— The school was built in 1982, it is three-story. The design capacity is 464 places, but in fact there are 51 people studying there. In 2020, partial repairs of the soft roof and installation of a rafter roof over the gym were carried out in the amount of 261 thousand rubles. In order to pledge financial resources, an application must be received from the manager, plus an estimate is needed - how much repairs should be planned for. But since 2020, the education department has received no more applications from the school director,” explains Goldova.

According to her, in the spring a strong hurricane wrapped the soft roofing on the roof. Without a statement from the director, an estimate was drawn up and money was allocated - however, only on August 17. A contractor has now been identified; repair work will begin on August 21 and should be completed by September 1. True, the school was accepted just like that, with a leaky roof.

— When the school was accepted, there was no rain, everything was fine, the estimate was drawn up. We knew that they would give us money,” Goldova said.

There are similar problems in educational institutions of the Altai Republic: there, employees of the Rospotrebnadzor department stated that in a number of schools in the Turochaksky, Kosh-Agachsky districts and Gorno-Altaisk, repairs have not yet begun, although, for example, in the Kosh-Agachsky secondary school after the rain The classrooms on the second floor and the assembly hall were flooded.

The problems of a number of schools in other regions are recognized, but often after some incident. For example, in Omsk, students from gymnasium No. 88 are distributed to other schools due to the building being in disrepair. In this gymnasium in September 2020, the ceiling collapsed on a student and she was hospitalized.

At the Zverinogolovskaya secondary school in the Kurgan region, students are temporarily transferred to other schools because the building is undergoing major renovations. Teacher Vladimir Kocheulov told Izvestia: a little over 10 years ago, in order to fix a leaking roof in the building, they had to contact the media - and only after a story on federal channels, the school replaced the soft roof and built a strong truss roof. However, after 10 years, for some reason they decided to remove the new roof, again building a soft roof.

“When they were dismantling the roof, there was a heavy downpour, and all the offices from the third to the first floor were spilled, now they are in disrepair,” said Kocheulov. — Computers, printers, all the equipment was flooded with water. The renovation there will now probably take several years. Everything there is smudged. Who will bear responsibility?

What to do with the children

Former head of Rosobrnadzor, scientific director of the Center for Monitoring the Quality of Education at the HSE Institute of Education, Viktor Bolotov, believes: the procedure for accepting schools in itself is working, but problems that arise still need to be sorted out locally.

— The school is accepted for several reasons. It is accepted by the Rospotrebnadzor authorities, which have fairly strict criteria, fire supervision, as well as representatives of the district education department, who look at the school’s readiness for the educational process, Bolotov explained. — The condition of the school—whether the roof is leaking or not—is monitored by Rospotrebnadzor, which looks at whether classes can be held there. Some inspections are carried out on paper, some on the spot. But this is not a situation where the director writes that everything is fine, and the commission signs: they must go to the school and look.

He notes: if district officials check the readiness of schools specifically for the educational process, then school safety is checked by representatives of departments not subordinate to local administrations. However, there can still be many problems - for example, the director signs an acceptance certificate for repair work without checking, or the district does not allocate money for repairs.

— We are all human: it can also happen that the act of readiness is signed, but the school is actually not ready. But it also happened that a school was not accepted because of poorly painted floors, although it was possible to carry out the educational process there, says Bolotov.

According to him, many problems arise for officials if the school is not accepted - it is not clear where to take the children: whether there is a school nearby within transport accessibility or not. Therefore, they try to carry out all repair work during the summer.

— In recent years, many schools have been built in rural areas that would be the envy of urban areas. But there are also schools left without toilets and water - municipalities have no money. As a result, some pretend that everything is in order, while others pretend that they checked everything,” says Bolotov.

School is out, where should I take my child for the summer?

Children are accepted to such camps from about 6 years old. However, only a few decide to send their child far from home at this age. They wait until the child grows up. A camp in a resort area of ​​Ukraine will not only give your child an unforgettable experience, but will also help improve your child’s health. However, the cost of keeping a child on shift can hit your pocket hard, because the cost of a shift (21 days) can start from 6,000-8,000 UAH (camp in central Ukraine). A camp at sea will cost about twice as much. 5. We hire a nanny. This option should also be considered. The nanny can be a teacher or teacher on vacation, a student at a pedagogical institute, a housemate, etc. Think about who you can trust with your child. The nanny can work on her territory (then every morning you bring the child to her home and pick her up in the evening) or on yours. Cost - as agreed. 6. Cooperation of mothers. Also very difficult to organize, but very effective option. Discuss with moms you know from the playground or from kindergarten/school what plans they have for the summer. Surely, they also faced the same problem of “where to send (take) the child in the summer.” What if you organize a shift, for example, for a week. This week one mother sits with the children (two, three, four...), next week the children come to another mother. And if some mother does not work or is on maternity leave with her second child, then for a nominal fee she could look after the children longer. “Schools are preparing not for the commission, but for the academic year,” says Kazakov. — Maybe something is missing somewhere, but which of the directors benefits from taking and not preparing the school? They accept children for nine months so that they are in normal conditions. And when the school year starts, something leaks, the windows fall out - the director will be responsible for this and pay a fine. The question is different - you need to understand that the maintenance of buildings is at the level of the municipality, which may not have enough money. And indeed, in some areas, areas where there are not very many funds, difficulties arise.

It’s really up to the directors to answer: for example, in January 2020, the prosecutor’s office of the Sakhalin region through the court fined the director of a school in the village of Chekhov for organizing the educational process in a dilapidated building. The walls of the school, including load-bearing ones, had cracks in this school, the gym, part of the school’s educational building, and workshops were in disrepair.
