Article 34. Basic rights of students and measures of their social support and incentives
1. Students are granted academic rights to:
1) the choice of an organization carrying out educational activities, the form of education and the form of training after receiving basic general education or after reaching eighteen years of age;
Admission to general education institutions is carried out on the basis of an application for admission. By law, a school at all levels of education must ensure the admission of all citizens to the “free” places available in this institution.

This academic year, due to the coronavirus pandemic, schools are operating in person, but under a special regime. Classes should work on flexible schedules and not clash with each other. Each class is assigned an office where subject teachers will come. There is thermometry at the entrance. There are no general changes. We talked with students, parents of different schools, as well as with doctors from children's clinics.
Beware of "outsiders"
Let us remind you that entrance to the school is closed to parents this year. All meetings will be held online. There should have been a flexible schedule for children so that they would not be crowded together at the entrance. Classes will begin at different times, from 8:15 to 10:20.
When I came to school in the morning, it felt like half a school on the porch and near it. Everyone crowded and climbed over each other. And the delay at the entrance is due to thermometry, which is taken one person at a time. This “pistol” shows 35.4 for everyone,” says Nikolai.

Tatyana, the mother of a first-grader from another Smolensk school, also shared that in the morning there was a huge crowd of children near the school. But when she picked up the child from class, the teacher said that starting tomorrow they would open an additional entrance for first-graders and they would enter separately.
Svetlana, the mother of a child from the middle level of another educational institution, said that there were no problems at their school. The director thought through this moment in advance and children were allowed in through 8 entrances at different times.
So, we hope that the first day “lumpy” will help directors correct this point. The problem will only be for those schools where there are only one or two exits. But even here you can regulate it with the help of a schedule and people on duty who will control social distance.
Miracle thermometry
With thermometry everything turned out to be much simpler. Doctors themselves call these “pistols” nonsense.
These so-called pistols always show 35.4. If it showed 37, then in reality the person already has more than 39 degrees. In addition, after 100 people they begin to get confused and show the temperature even lower, even 29 degrees. Therefore, this thermometry is a distraction,” shared doctor Svetlana Dobrova, adding that mercury thermometers in clinics were removed and replaced with these “miracle pistols.”
We decided to test these miracle thermometers ourselves and this is what happened. When measuring with a “pistol”, five different temperatures appeared in the range from 34.2 to 36.0 degrees. When measured with a mercury thermometer, the temperature turned out to be 36.9. That is, the difference between the indicators is almost 20 degrees. Thus, if this “pistol” shows 37, then in reality the child is already 39 degrees and you should be wary if he showed even 36 degrees.
Tin
Schools have flexible schedules and classes follow their own separate schedule. At the same time, there are no common changes with other classes in the same wing of the school. Children should not overlap in recreation with another class.
This point is fulfilled in all the schools we surveyed. But there are some disadvantages here too. In one wing, let’s say, classes are held in 4 classrooms. Only one class can be released into recreation for recess. The rest of the classes sit in a closed office during recess. It is clear that there is practically no physical activity - walking and moving around. That is, the whole class can only go out for a recreational break once during the entire lesson period. By the way, you can’t leave her. All movement around the school is prohibited. Schoolchildren already jokingly call this type of study a “strict prison regime.”

According to Rospotrebnadzor, trips to the class cafeteria should also be on a flexible schedule so that a large number of people do not collide. That is, it was planned to admit three or four classes at a time, so only ten minutes are allotted for meals. In reality, each school is coping in its own way.
Our second big break is spent going to the dining room. But when we got there, we saw the same thing as at the porch in the morning. A crowd of schoolchildren literally hung over the barmaid in order to quickly buy some kind of pie and leave,” says high school student Sergei.
But we were immediately told that the cafeteria is only for elementary grades, and all other children need to be given food to take with them and they will eat during recess in their class,” shares Marina, the mother of a middle school student at another school.
Another mother of a first-grader reported that in their school, despite the small cafeteria, they were able to adjust the schedule and the children did not see any crowds.

"Emergency Alert System"
Rospotrebnadzor reported that if coronavirus is detected in a child or teacher, an emergency warning system will be activated. If one of the students gets sick with coronavirus, the entire class will be transferred to distance learning for a two-week period, and if the subject teacher is a subject teacher, several classes will be quarantined at once.
This is where it gets really interesting. What kind of emergency warning system?! How can coronavirus be detected at school?
Many parents reported that schools warned them: if a child has a temperature of 37 in the morning, then taking the child to school is strictly prohibited. Call a doctor. Missing even one day of school is not allowed: a certificate from the clinic is required.
We contacted doctors from the clinic
If you call the receptionist and say that the child only has a temperature of 37, then the doctor will not come to the house. You must go to the clinic yourself. And now there is real pandemonium here. Instead of the required 18 people per shift, doctors accept 50-70 people. And this whole crowd is standing in the corridor. What kind of social distance are we talking about here?! - said the doctor at the children's clinic.
The doctor added that the excitement is associated with the beginning of the school year: who needs a certificate to go to the pool, who is registering for kindergarten in the last days, who needs a certificate to go to the kindergarten that the child is healthy, and so on.
Moreover, even if you bring your child to the clinic, no one will prescribe any tests for you.
According to the March order of Rospotrebnadzor, the test is prescribed ONLY if your child has been in contact with patients infected with coronavirus, the doctor explained. As a result, the clinic will give you a diagnosis of ARVI and send you back to school.
By the way, according to the doctor, there are now many “vegetative” children, for whom 37 is a completely normal temperature. In addition, this temperature often rises during adolescence.

In conclusion, I would like to note that, of course, one cannot judge by the first day whether schools are ready for new realities. Many schools are solving problems online and rearranging schedules. Time will tell whether all schools will be able to get rid of crowds. The only thing that is unlikely to be corrected is the “tin can” effect. According to students, this is the most difficult part of the new learning format. But already in some schools, schedules were rearranged and children began to be released into recreation twice during recess and once during a trip to the cafeteria.
Can a school refuse admission?
A school may refuse admission to a general education class only if there are no available places. An unlawful refusal can be appealed to the education department or the prosecutor's office.
In the Russian Federation, universal access and freeness in accordance with federal state educational standards of preschool, primary general, basic general and secondary general education, and secondary vocational education are guaranteed (clause 3 of Article 5 of the Law “On Education in the Russian Federation”)
A student may be denied admission to the 11th specialized class, since schools have the right to conduct individual selection for admission to the 10th and 11th specialized classes, but anyone who has not mastered the high school program and has not received a certificate has the right to enter the 10th and 11th general education classes on completion of 11th grade, regardless of age.
The rules for admission to state and municipal educational organizations for training in basic general education programs must also ensure the admission to the educational organization of citizens who have the right to receive general education at the appropriate level and who live in the territory to which the specified educational organization is assigned.
Admission to a state or municipal educational organization may be denied only due to the lack of free places in it, with the exception of the cases provided for in parts 5 and 6 of this article and article 88 of this Federal Law*.

Conversation with parents
This conversation should be approached some time before the move. Ideally within 1-3 months. And here's where to start.

If you see that your son or daughter is worried about this conversation, ask him about it. And based on the information received, continue the conversation. Reassure him, let him know that he is not alone in his fears, you are always there and will come to his aid.
And most importantly, tell him that he will cope with this, and you can be proud of him. If your child is of school age, you can and should contact a school psychologist. He will conduct a diagnosis and tell you about the strengths and weaknesses of his character. He will also advise you on how to facilitate the process of adaptation to a new school.
