5. The award system was slow and with errors.

Thus, truly world-famous personalities did not receive the title of People's Artist of the USSR: film director Sergei Eisenstein, composer Sergei Prokofiev, actors Andrei Mironov, Leonid Bykov and Leonid Kuravlev, singer Valentina Tolkunova. Vladimir Vysotsky and Yuri Vizbor - authors and performers of their own songs - had no chance of getting Narodny at all.
